North Korea threatened last month to carry out its third nuclear test, and all indications are that it has done so this morning. Reuters reports that a UN Security Council diplomat confirmed the test, and a South Korean Defense Ministry spokesman told Bloomberg that there was a "high possibility" a 5.1-magnitude artificial tremor in the North was caused by a nuclear explosion. Yonhap quotes a South Korean official as saying that North Korea alerted the US and China yesterday of its plans to test a nuclear device.
